How do withdrawal and functional defection work?
A participant can leave formally or obstruct the institution while remaining a member. The constitution must address both routes.
SIRDA editorial hypothesis
A defined withdrawal process can preserve agreed obligations already incurred while ending future participation. Funding reserves, fallback appointments, and evidence-preservation rules can address specified forms of noncooperation inside membership. This hypothesis fails if an adverse decision is immediately defeated by exit or obstruction, or if exit becomes an indefinite restraint controlled by the institution.

The argument
Exit provisions need to distinguish an activity already under review, responsibilities attached to an existing deployment, and future participation. The founding terms must identify which obligations survive withdrawal, for how long, and on what legal basis. A general promise to remain bound leaves the practical question unanswered.
Functional defection means staying inside while withholding something the institution needs: appointments, funding, evidence, inspection access, or implementation. The same actor might also challenge a legitimate decision through ordinary appeal. The procedure must distinguish obstruction from exercising a right.
The inquiry will test diversified funding, reserve staffing, default appointments, and explicit consequences for inaccessible evidence. Every fallback creates its own control point. Continuity arrangements therefore require the same capture and rights review as the original process, together with an honest statement of what happens when a genuinely indispensable participant refuses cooperation.

How to test it
Simulate a withdrawal after an adverse finding, a funding cutoff, unfilled seats, and refusal of inspection while membership continues. Test lawful remedies, remaining capacity, and the consequences for pending cases. Re-run the scenario against an organization seeking a legitimate exit.
