Yoshua Bengio and the chief executives of OpenAI, Anthropic, and Hugging Face briefed the Security Council at a high-level meeting on frontier AI and international security.
France, holding the Council presidency, convened a high-level briefing on artificial intelligence and international security on September 23, chaired by French Foreign Minister Jean-Noël Barrot during the General Assembly's high-level week. The briefers were Yoshua Bengio, co-chair of the UN's Independent International Scientific Panel on AI; Sam Altman of OpenAI; Dario Amodei of Anthropic; and Clément Delangue of Hugging Face.
Bengio told the Council that the dangers of AI beyond human control are a threat no country can contain alone. He proposed licensing frontier models, mandatory liability insurance, incident reporting, and shared safety requirements. Amodei supported international agreements on AI-enabled biological weapons and standardized pre-deployment testing.
The meeting created no new authority or binding regime. Its significance for SIRDA is institutional: the UN body responsible for international peace and security is now hearing directly from frontier developers and safety researchers about risks that cross borders.
