U.S. and China Agree to an AI Dialogue and an Incident Channel

The United States and China agreed to a continuing dialogue on AI risks and benefits and to establish a separate channel for AI incidents, announced after President Xi Jinping's September 23 to 25 state visit to Washington.
During White House talks on September 24, President Xi said the two countries have both the capability and the responsibility to develop and manage AI for good and to ensure its development always remains under human control.
Both governments list two mechanisms: a continuing dialogue on the risks and benefits of AI, with the next exchange in November 2026, and a bilateral communication channel for AI incidents, which the two sides agreed to establish. They name the dialogue differently. The White House calls it the U.S.-China Super Intelligence (SI) Dialogue and says the leaders agreed to use "super intelligence" in place of "artificial intelligence." China's list of eight agreed outcomes calls it the China-U.S. AI Dialogue, and its Foreign Ministry said Beijing values Washington's use of the new term.
On September 26, Trump told reporters he had ruled out any integration between the two countries on super intelligence, saying he would rather not integrate because the United States is leading.
For SIRDA, two leading AI powers now have standing mechanisms for communication about advanced-AI risk. Neither government's account specifies what counts as an incident, who operates the channel, what information must be shared, or whether any verification follows. Trump's remarks place coordination of development off the table for now.
