Test whether plausible coalitions can acquire lasting control of standards, evidence, appointments, and implementation.

Failure criterion

A design fails when its own granted powers allow that coalition to remove meaningful independent challenge.

Questions testing this condition

• Where would legitimate authority come from?
• Can the implementers prevent capture, including their own collusion?
• Can infrastructure restrictions avoid cartel power?
• Who determines equivalence?
• What evidence would count against creating the institution?
